I.W. Harper Bourbon Bottle HELP!

I have a bottle of I.W. Harper Bourbon apparently from the 1970's. The Stamp on the side has the number 07179402 on it. The wording on the front is all in Spanish. It's 40% ABV with no government labeling on it and no safety cap as well.

On the bottom of the bottle is says "Liquor Bottle" with the letter P and the numbers 4048, 18 and 44. There is also a symbol like this <> with the letter V in the middle.

I've looked online for American and Mexican glassmakers but no one has this symbol.

There's also a tag on it saying Vat 3B and 24859 on it. I don't know what that means either. Could someone please help me?!
