Here's what I know for sure. Adding a hint of water to whisky can help the whisk(e)y to open up and unfold it flavours. Which is why I do it. But this depends also on the quality and the kind of the whisky. Some whisky's go with water and some don't, some open up with water and some go bland with water. It's a hard subject because people have different preferences and different tastes. My suggestion is: try it neat and try it with water to see what you prefer.
