You can try with the distilleries (but it's not easy. If it's only for a bottling you can ask to glendronach as I think they are selling to anyone who want to make a bottling. Bladnoch seems as another possibility)
You can also ask to some broker/independant bottler (whisky agency, whisky broker,...)

The English Whisky Co. will deliver a small cask (30 litres) of 3yo whisky to your door. ... alt-whisky

Raymond at Bladnoch will sell you one and charge you rent to warehouse it until it's ready to bottle. You can also purchase a share (1/10th) of a cask.
